It is unlikely that most existing service charges allow the recovery from the tenants of the cost of obtaining an EPC. If the landlord needs one to achieve a sale or letting that is a matter for the landlord. If a tenant needs one on a subletting or assignment that is a matter for the tenant. It may be worth a landlord obtaining an EPC for the whole building and offering to "sell" it to a tenant who needs one.
