A prospective buyer or tenant is one who, in relation to a building:

• Requests any information about it from the seller, landlord or agent for the purpose of deciding whether to buy or rent it
• Makes a request to view it for the purpose of deciding whether to buy or rent it
• Makes an oral or written offer to buy or rent it
